The NDC's 2024 manifesto outlines a series of bold taxation reforms aimed at alleviating the economic burdens on Ghanaians and fostering a more business-friendly environment.

Here are ten key promises the next NDC/Mahama government intends to implement within its first 90 days in office:

  1. Scrap the E-Levy: The controversial electronic levy will be removed to reduce transaction costs for businesses and individuals.

  2. Eliminate the COVID Levy: This pandemic-era levy will be abolished to lessen the financial strain on the public.

  3. Remove the 10% Levy on Bet Winnings: The tax on bet winnings will be scrapped to encourage the gaming sector.

  4. Abolish the Emissions Levy: This levy, which adds to the cost of fuel, will be eliminated.

In addition to these immediate actions, the NDC plans to further ease economic hardships through the following measures:

  1. Review Import Duties: The NDC will reduce duties on vehicles and equipment imported for industrial and agricultural use.

  2. Apply the Price Stabilization and Recovery Levy on Fuel: This will be used to cushion consumers from fluctuations in fuel prices.

  3. Rationalize Port Fees: Fees and charges at ports will be reviewed to reduce costs for importers and the general populace.

  4. Reform the VAT Regime: Comprehensive VAT reforms will include reversing the decoupling of GETFund and NHIL from VAT, exempting micro and small businesses from VAT, repealing VAT on domestic electricity, and reversing the VAT flat rate regime.

To further improve revenue collection:

  1. Broaden the Tax Base: The NDC will focus on expanding the tax base and plugging leakages in tax collection.

  2. Review the Tax Exemption Regime: This review aims to enhance transparency, support economic growth, and encourage technology transfer and job creation.
