CHRAJ Clears Rev. Victor Kusi-Boateng of Dual Passport Allegations
Rev. Victor Kusi-Boateng

The Commission on Human Rights and Administrative Justice (CHRAJ) has dismissed allegations against Reverend Victor Kusi-Boateng, Secretary to the National Cathedral Board of Trustees, regarding the possession of dual passports under different names.

In January 2023, North Tongu MP Samuel Okudzeto Ablakwa petitioned CHRAJ to investigate claims of conflict of interest, multiple identities, and other improprieties involving Rev. Kusi-Boateng.

Key Findings

  1. Single Passport Ownership:
CHRAJ’s investigation confirmed that Rev. Kusi-Boateng, also known as Kwabena Adu Gyamfi, holds only one Ghanaian passport under the name Kwabena Adu Gyamfi. There was no evidence to support the claim of a second passport issued in the name Victor Kusi-Boateng.

  2. Transaction with JNS Talent Centre Limited:
The petition raised concerns about a GH¢2.6 million payment from the National Cathedral Secretariat to JNS Talent Centre, a company linked to Rev. Kusi-Boateng under his alternative identity.

    • CHRAJ Findings: The payment was a reimbursement to Rev. Kusi-Boateng, who had advanced funds to contractors during financial difficulties at the Secretariat.
    • The Commission found no evidence of wrongdoing or impropriety in these transactions.

Background

Hon. Ablakwa had alleged that Rev. Kusi-Boateng operated under dual identities, using multiple passports and identification documents. He claimed that Rev. Kusi-Boateng, under the guise of Kwabena Adu Gyamfi, owned JNS Talent Centre Limited and received payments for no work rendered.

The petition sought to invoke CHRAJ’s constitutional mandate to investigate alleged breaches of Ghana’s procurement laws and conflict of interest concerns.
